ABOUT SPECIAL SERVICES
 
Welcome to the Department of Special Services at the Monmouth-Ocean Educational Services Commission. The Department of Special Services provides a wide array of services for the schools and students of Monmouth and Ocean Counties in New Jersey.
 
 PROGRAMS
Blood Borne Pathogen Training
MOESC offers contracted Blood Borne Pathogen Training at your site:
Cost: Groups of 50 persons or less - $300.00 per session.
 
 
Chapter 192-193 Services
In accordance with the N.J. Public Law Chapter 192-193, MOESC provides Compensatory Education, Supplemental Instruction and English As A Second Language instruction following NJ State guidelines for students enrolled in State approved non-public schools.

MOESC provides small group instruction for 2,062 students in 112 non-public schools. Compensatory Education provides instruction in the areas of reading, writing and math. Supplementary Instruction is provided to a student with a disability classified as eligible for special education and related services following the individual services plan in place for the student. English As A Second Language instruction is provided to eligible students who are identified as limited English proficient. The student learns to develop proficiency in English language skills in the areas of speaking, reading and writing.

Nw Jersey appropriately certified teachers provide the instruction.

Chapter 192 Home Instruction
Chapter 192 Home Instruction services are available for non-public students. Home Instruction services are given in lieu of regular classroom instruction to an eligible student who is enrolled full-time in a non-public school and is unable ot attend school for a period of at least two weeks or more because of temporary illness or injury.
 
MOESC has available a staff of 100 New Jersey appropriately certified teachers to provide Home Instruction on an as need basis.  In addition, MOESC provides Home Instruction to public school students on a contracted basis.
 
Non-Public Technology and Textbook Program
MOESC coordinates the New Jersey Non-public School Technology Initiative Program for public school districts. The goal of the Non-Public Technology Initiative Program is to provide non-public school students with computers, educational software, distance learning equipment and other technologies that can improve their students education by meeting their specific educational needs and to give non-public school teachers the skills, resources and incentives to use educational technologies effectively to improve teaching and learning in the classrooms.
MOESC coordinates the Non-public Textbook Program for public school districts.
 
Right to Know
MOESC provides Right to Know Training on site for school districts. We provide 3 hour initial Right to Know Training and a 2 hour update Right to Know training. MOESC utilizes a certified Right to Know trainer.
